In Washington, feuds between President Trump and Senate Republicansdominated the news cycle. 
Senator Jeff Flake of Arizona strongly criticized “the coarseness of our leadership” in a much-noted speech, in which he announced that he would not run for re-election. 
Also, the Senate approved a $36.5 billion package to aid recovery efforts from recent hurricanes and wildfires. A month after Hurricane Maria hit the island, Puerto Ricans are still being forced to get creative to survive. 
Mr. Trump signed an executive order resuming the admission of refugees to the United States under tighter security screening.

In an unusually forceful move, Spain’s prime minister, Mariano Rajoy, is seeking to take control of Catalonia’s administration and remove its separatist leader, Carles Puigdemont. 
The Senate could grant him the authority under Article 155 of the Constitution, a broad but ill-defined tool that has never before been used, by Friday. Mr. Puigdemont could still ask lawmakers to vote for a unilateral declaration of independence or call elections.

Iraqi forces launch operation to seize Kurdish-held oil fields, military base near Kirkuk

Iraq's Prime Minister Haider al-Abadi said the armed forces had been ordered to "protect" civilians in Kirkuk, state television reported.

The move comes after last month's referendum on Kurdish independence, which Baghdad strongly rejects.
