In California, rising winds risk further fanning the wildfires that have left at least 21 people dead. Many more remain missing.
Firefighters said that the fires were burning faster than they could run. Here are updated maps and before-and-after photographs, and drone footage, showing entire neighborhoods reduced to ash.
Some scientists think global warming may have contributed to increased dryness.

In Washington, President Trump said it was “possible” that the U.S. would pull out of Nafta, despite urgings from the visiting Canadian prime minister, Justin Trudeau. Even some of Mr. Trump’s skeptics are starting to believe him
Separately, Mr. Trump is expected to undermine a part of President Barack Obama’s signature health care law with an executive order today. And he threatened NBC, the American broadcaster, over a report that he called for a huge buildup of the country’s nuclear arsenal.
Meanwhile, leaders of the House Intelligence Committee said that they planned to make public the thousands of Facebook ads linked to Russia’s campaign to influence American politics.

The accusations are piling up against Harvey Weinstein: Gwyneth Paltrow, Angelina Jolie, Judith Godrèche and others now say that he sexually harassed them
The stars are among a growing number of women who have come forward since we published our investigation into decades of allegations against the movie mogul. Georgina Chapman, Mr. Weinstein’s wife, told People magazine that she was leaving him.
And in a sign that the controversy could engulf other people in the film industry, the actress Rose McGowan accused Ben Affleck of lying about his knowledge of Mr. Weinstein’s behavior. Hillary Clinton and the Obamas condemned Mr. Weinstein, a longtime Democratic donor.

Google has found evidence that Russian agents bought ads on its wide-ranging networks in an effort to interfere with the 2016 U.S. presidential election.
The election was the first time Google allowed ads targeting political affinities, but it offered just two categories — left-leaning and right-leaning.
Separately, we looked at why the material Russian operatives used on Facebook was often so effective: A review of hundreds of such posts showed that they often contained recycled content created by Americans. “This is cultural hacking,” one observer said.

Catalonia’s leader, Carles Puigdemont, will address the region’s Parliament today, possibly to declare independence from Spain.
The independence movement remains a shaky alliance that includes anarchists, free marketeers and social democrats. They are united in their quest for sovereignty but agree on little else, our correspondents in Barcelona write
France, among other European countries, said it would not recognize the independent state.

The Trump administration released a list of hard-line immigration principles late Sunday that threaten to derail a deal in Congress to allow hundreds of thousands of younger undocumented immigrants to remain in the country legally.

The administration's wish list includes the funding of a wall along the U.S.-Mexico border, a crackdown on the influx of Central American minors and curbs on federal grants to “sanctuary cities,” according to a document distributed to Congress and obtained by The Washington Post.

The demands were quickly denounced by Democratic leaders in Congress who had hoped to forge a deal with President Trump to protect younger immigrants, known as “dreamers,” who were brought to the United States illegally as children. Trump announced plans last month to phase out the Deferred Action for Childhood Arrivals (DACA) program, an Obama-era program that had provided two-year work permits to the dreamers that Trump called “unconstitutional.”

The U.S. and Turkey suspended non-immigrant visa services at their respective consulates days after the arrest of a consulate employee in Istanbul over alleged ties to Fethullah Gulen, the exiled Islamist cleric who Turkey says orchestrated a failed coup last year.
The husband of Kubra Golge, above, is among the dozen Americans who have been jailed and face long prison sentences in Turkey over accusations that they played a part in that coup. But it has become clear that the detainees are bargaining chips in Turkey’s effort to force Mr. Gulen’s extradition from the U.S.
Turkish prosecutors have also said they were seeking lengthy jail terms for several human rights activists, including a German and a Swedish citizen, who were arrested in a raid on a digital security workshop in July.
